This is Project Nevada, an ambitious mod for New Vegas that adds bullet-time, sprinting, tackling, cybernetic implants, and more to Obsidian'.
This is not your out-of-the-box Fallout: New Vegas. Other implants are also available from the Sink Auto-Doc in Big MT, with the addition of Fallout: New Vegas add-on Old World Blues. Implants are available from Doctor Usanagi, a Followers of the Apocalypse doctor who heads the New Vegas Medical Clinic just outside New Vegas.
